From Peter H: S4 is definitely Bulgarian as can be seen from he words "nomer" and "petorka". These are the words used in the transmission:

These stations are presumably part of the same organisation, as they have certain properties in common. Firstly, the dreadful signal. Each time I've heard any of these stations the audio has been very low and usually covered in static. Also, the delivery is so slow and soporific that it's a wonder that any agent has managed to stay awake long enough to complete a message. They make "Bulgarian Betty "sound like Whitney Houston. Here's what I wrote in 1991.

As implied in the heading the woman in this broadcast pronounced the numbers five and three as "fife" and "free". This station was noted on 8072 kHz at 2000 on 3 September, 1989 and on the same frequency 24 hours later. This was the full broadcast:
