Mystery solved by Mike. Apparently "The Arabic Man" is a test transmission of All India Radio's transmitters. The code words spoken by the announcer presumably identify the actual transmitter site used.

In order to identify the language used, I posted the clip to the Usenet group soc.culture.china. He is a reply from "gus"

It was a very old language. It is similar to language of Chinese Monk. However, the source of voice seems from Europe. It talked about little thing of India and financial ministery of EU in Europe. There was no politic in the message. It was financial business news. The message was too short to get rich from it.

But wait! I played the clip to a colleague of mine who travels to China and who has a Chinese translator. He said it is NOT Chinese, but may be Thai. I then sent the clip to the website http://www.thailandqa.com/ and got the following reply:

First of all this is definitely Thai.
They speak about India, Europe and a Prime Minister, but haven't translated it completely

Here is a complete translation by Mike of the above forum.

"Sounds to me like it's saying:

...และสิ่งของเล็กๆ น้อยๆ ของอินเดีย ดีได้รีบร้องมากขี้น นาย Peter Mandelson หลังจากที่ทานได้พบปะหาเรื่องกับนาย Kamal Nath รัฐมนตรีพาณิชย์ ซึงได้ขอร้องให้คนประเทศยุโรบ ส่วนที่จะให้ความ....

...and the small products of India, was quick to ask for much more. Mr Peter Mandelson, after meeting and squabbling with Indian Commerce Minister Kamal Nath who had appealed to European countries which give....

I'm not sure about the ดีได้รีบร้อง bit, I think that's probably wrong, but you can get the gist of it.  She seems to say "Mandela" but I reckon it must be Mandelson, if you Google for meetings between Peter Mandelson and Kamal Nath you get quite a few results."

"UNIDENTIFIED. Dear Friends, Some coded messages are observed on the AIR frequencies on 15040 and 17387 at around 0930 UT. Today they were announcing as Oscar Papa 3. (17387 is an old favourite AIR freq)

The above passage taken from the ENIGMA 14 issue of JAN 1998 is the first mention of this station.
The male voice used is "live" and various background noises can be heard.
